Background:
Joining the Army of his homeland at age 17, Joseph Hormayr Freiherr zu Hortenburg Johann quickly rose through the ranks from Private to Warrant Officer Class 1 by the age of 27. The war soon changed his plans and he deserted the Military to live as a survivalist with the hopes of keeping his family of a wife, two daughters and a son safe. His family was killed when he was 32 in an ambush by some dissidents that wanted some food that Joseph would not share. His family was butchered and eaten by the men who were so hungry that they had resorted to cannibalism. Now he travels the world alone, with his weapons and everything carried either on himself or in a pack slung over his shoulder.

Firstly, Fallout New York takes more after the Fallout Game Universe than Fallout Vladivostok did. That means that you must start in a vault, you can't have come from outside. A vault is a nuclear fallout bunker, a rather high tech one, the reason that you can't come from outside is that 200 years have passed from the nuclear armageddon to the current day.

Secondly, you can only have two traits.

Third, you start with no equipment other than your vault jumpsuit and your Pipboy.

Fourth, you start with no Kills, this is because you don't have military service, there is no military.

This is merely what I have observed without crunching through your numbers.
